To work in partnership with the community to empower youth to make positive life choices, thereby preventing and reducing the use of alcohol, tobacco, and other drugs among area youth.
The Holly Area Community Coalition's (HACC) philosophy for prevention is based on the Search Institute's 40 Developmental Asset Framework. We believe increasing the number of developmental assets in youth will help reduce their risk of choosing dangerous behaviors such as alcohol and substance abuse, tobacco use, violence, truancy, and inappropriate sexual activity.
Implementing the 40 Developmental Assets will guide youth to choose positive, constructive uses of their time. It will foster a commitment to learning, empowerment, social competencies, realistic boundaries and expectations, positive identity and positive values.
The HACC began as an advisory council during the 1990 – 1991 school year, in conjunction with the Safe and Drug Free Schools Community Act grant. During the 1996 – 1997 school year, the advisory council expanded its membership and began to shift its focus to include a wider range of community members. This brought the councils concerns further into the community, rather than focusing solely on school activities.
During the 1999 – 2000 school year, the advisory council evolved to form a Community Coalition by receiving its first grant through the Oakland County Health Division, Office of Substance Abuse Services. After hiring a community organizer, the Coalition further expanded its prevention efforts into the community.
During the 2000 – 2001 school year, the Coalition hired a second community organizer. The Coalition increased its collaborative and funding opportunities by joining the ACHC after its inception in 2004. The ACHC is an organization comprised of 19 active coalitions in Oakland County. This networking opportunity allows the Coalition to collaborate with other prevention professionals to develop and implement county-wide prevention campaigns as well as network to share ideas for individual communities.
In 2009, the Coalition received a Drug Free Communities Grant from the Federal Office of National Drug Control Policy. This increased funding allowed the Coalition to hire a Youth Coordinator, and has significantly increased our financial capacity to develop environmental strategies for prevention throughout the community. The success of this ten year grant funding is evident in our many partnerships throughout the community. The Coalition was able to build sustaining relationships with the Village of Holly Police Department, the Chamber of Commerce, the Downtown Development Authority, Village of Holly and surrounding Townships, many, many business, civic organizations and churches.
